About NCAS

National Centre for Advocacy Studies (NCAS) is a premiere policy research institution in India and South Asia. NCAS was formed in 1992 by leading academics, jurists and social activists. Since its inception, the Board of Directors is led by people of eminence with Justice P. N. Bhagwati, (former Chief Justice of the Supreme Court of India) as the founding President, followed by noted playwright Vijay Tendulkar and Dr. Aruna Roy, among others. Over the years, NCAS has gained recognition as a premiere institution in policy research and governance in India and global south. NCAS has over 25 years of experience in capacity development, knowledge creation, networking in public policy and governance in India and internationally. It has trained leaders in academia, journalism, policy think tanks in India and 30 countries in the world. NCAS believes proper policy and its governance can create huge differences in the lives of millions of people.

Since last 20 years, NCAS is actively engaged in capacity development, research and knowledge creation, campaign support, social movement and knowledge networking and media with a particular focus on the policy and governance from the lens of the marginalized.

The ‘Advocacy Internship Programme’, for building capacities of youth, was launched in 1999. A meticulously formulated curriculum to understand the complexities of the Indian condition – its social fabric, economics and politics – both academically and in the context of socio-cultural realities, guided this programme for preparing youth in the praxis of people-centered advocacy. The Advocacy Internship Programme produced around 100 young leaders who are working in various positions in organizations from academics, media, policy think tanks and civil society organisations from grassroots to international level.

In its endeavor to mainstream learning from over two decades of work on policy and governance and 12 batches of the Internship Programme, NCAS launched and conducted various short-duration certificate courses on related subjects in collaboration with academic institutions in different parts of the country. Since the summer of 2015-16, NCAS has been regularly conducting a one-month Certificate Course in Public Policy and Advocacy its headquarters in Pune. More than a hundred students and young professionals have successfully completed these courses.

NCAS is now all set to offer a Post-Graduate Diploma in Public Policy Advocacy, Practice and Governance from the academic year 2020-21.

 

Post-Graduate Diploma in Public Policy Advocacy, Practice and Governance

Transforming societies and making the world a better place for all needs newer, innovative and inclusive public policies and governance systems. Understanding complexities of public issues and designing effective solutions and processes to address those issues are challenging tasks. Public Policy Analysis is gaining more relevance every passing day. The fast-changing world order, transformation of governance processes (good and effective governance) and institutions and emerging policy issues have created new challenges and new opportunities. The development sector irrespective of the theme they choose to work on, are relying on the expertise of trained personnel to understand and fathom new challenges, issues and suggest and design policy solutions. But there is a dearth of skill and perspective when it comes to public policy advocates. It is a socially fulfilling experience and could be a career opportunity for the many students who want to make a foray into the development sector. But, mainstream curriculum hardly focuses on Public Policy Advocacy as a practical tool and does not impart to the students the necessary skillset. After years of trying to fill this gap through our various programmes, NCAS has expanded its reach and has designed this Post-Graduate Diploma in Public Policy Advocacy & Practice and Governance.

Keeping this in mind, NCAS in partnership with a national consortium of public policy advocacy institutions has designed the PG Diploma in Public Policy Advocacy & Practice and Governance. The programme combines the theory and practice of engaging with public policy issues at various levels, and perhaps first of its kind in India. The course will be conducted by NCAS in collaboration with leading policy thinks tanks in the country such as the Centre for Budget and Governance Accountability (New Delhi), the Centre for Youth and Social Development (Bhubaneswar) and the Institute of Sustainable Development and Governance (Thiruvananthapuram). The course aims at creating a new generation of professionals and social change makers with the required knowledge, critical perspective and technical competencies required to actively participate in understanding, designing and executing public polices in the context of real-life governance.

Eligibility

The PG Diploma in Public Policy and Governance is open to whosoever have completed graduation post-graduation or have appeared for their final post-graduation examinations in any discipline. Openness to learn, receptivity to new ideas, and a keenness to take up challenges are seen as very important criteria. Course Design

The PG Diploma is designed by an expert team of academicians in such a way that it caters to the present needs of policy research and policy-making organisations–both in government and non-government sectors. The course undertakes to enrich the students with the necessary socio-political perspective, knowledge and skills.

The course is divided into four trimesters, four continuous terms each of 3 months. This will include three trimesters of interactive input sessions at NCAS Campus at Pune and one trimester in the form of field immersion with established civil society organisations and think tanks in different parts of the country. The first two trimester will be dedicated to only compulsory courses and the third trimester the student can select from the electives. By the end of the second trimester the student will have to identify a topic for dissertation. The students will be provided with theoretical inputs on Theory and Practice of Public Policy and Governance along with an in-depth understanding of the society around us.

The 40 hours of weekly academic schedule will be divided equally between classroom teaching, assignments and library work. The students will get hands-on experience by undertaking policy and governance related work at NCAS.

The students enrolled for this course will get ample opportunities of interacting with the policy researchers, academicians, social activists, elected representatives of people such as members of state legislatures and parliament, bureaucrats and other stakeholders who play a crucial part in public policy making and implementation.

Aims and Objective
The main purpose of this course is to provide participants/students an understanding of the basic concepts, theories, processes and practice of public advocacy and governance in India and the global south. Therefore, the course will help students understand public policy processes and actors involved in it by studying specific policies. It will attempt to help students understand and analyze policy making and governance in real-life contexts.
The PG Diploma in Public Policy Advocacy, Practice and Governance aims specifically to:

  • Nurture Public Policy influencers with a stress on understanding policy practice and grassroots policy process in India
  • Initiate a knowledge network in Public Policy and Governance drawing from the policy practices found indifferent states of India
  • Provide diverse experiences across the nation by working with policy think tanks, research and advocacy organisations in the participants’ respective states/countries.
  • Enable Public Policy graduates to get placement with leading think-tanks, civil society organisations and international development organisations in India and beyond
  • Nurture diverse, ethical and knowledge leadership at the national and international level

Signature Components of the Program
Learning methodology will include classroom sessions, case study discussions, film screenings, interactions with policy researchers, academics and practitioners and subject experts, and learning through field immersion. For field immersion, the students will be placed with leading civil society organisations and think-tanks such as:

  • Centre for Budget & Governance Accountability (CBGA), New Delhi
  • Centre for Youth and Social Development (CYSD), Bhubaneswar, Odisha
  • Centre for Research and Social Development (CRSD), Hyderabad, Telangana
  • Institute for Sustainable Developement& Governance (ISDG), Thiruvananthpuram, Kerala
  • Samarthan, Bhopal, Madhya Pradesh

The students are expected to do self-study and reference work using internet and other sources.

Course Assessment

Students will be given assignments, group work and will be expected to submit a project paper/thesis. Successful candidates after evaluation on these parameters will be awarded the diploma. The evaluation method will include

  • Examination (40%)
  • Individual and group assignments (written reports based on practical activities, visits, meetings, interviews and class presentations -20%),
  • Field Immersion (20%), and
  • Project Report/ Dissertation/Thesis (20%)

Admission Process

The applicants will be asked to submit their details and essay in the online form, thereafter students will be invited to an entrance test. Students will be short-listed on the basis of their academic qualifications and/or experience, entrance test score and an assessment of the essay submitted. After this preliminary screening, short-listed candidates will be called for personal interviews.

Intake Capacity

The course has limited seats – only 20 for the academic year 2020-21.

Students will have to stay in Pune and offer full-time commitment to the course.

Faculty

The faculty for the course comprises experts in different fields including academicians, social activists, civil society leaders, lawyers, media persons and others.

Award of Diploma

The students who have successfully completed all the requirements, will be awarded the Post Graduate Diploma in Public Policy Advocacy, Practice and Governance

Life after PGD-PPAPG

NCAS will be working closely with academic institutions and universities in India and abroad. This will provide opportunities for students to do further research and join reputed academic institutions for further studies including Doctoral degrees. NCAS will make special efforts to identify placement opportunities for the participating students. The fact that NCAS interns have been absorbed in the development sector, and requests that NCAS receives from many organisations, informs us of the need for trained young social advocates. NCAS will liaise with CSOs and NGOs for placements of the participating students.

Course Fees – Rs. 1,00,000/- (Rupees One Lakh only). Fellowships in the form of up to 50 % fee waiver will be offered to selected students.

Travel, board and lodging and other such costs will be borne by the diploma students themselves. Students will also be expected to bear their own travel costs while they are placed for placements
